Ask whether a dated complaint has been published about a seller, a resource or a 0x address, BEFORE paying it. Every entry was filed by a proven party to a settled transaction — a signature from one of its two addresses, never a transaction hash — and carries the counterparty reply when one was given. An empty answer is NOT evidence of reliability: it means nobody has filed here, and absence of a complaint is absence of information. No score, no ranking, no verdict.

File a complaint about a settled paid transaction
File a complaint about a transaction you were a party to — free, no account. Two calls: send the filing without a signature to receive the exact statement to sign plus an admissibility verdict, then sign that exact string from the address you claim and call again with the signature. Admissible when you are a proven party to a SETTLED matter: the payment reached the payee, the exchange hit a terminal on-chain state, or the funds have not moved for thirty days past the deadline the seller itself announced. Nothing is admissible while funds are genuinely in play. Both sides may file: a payer contests what it received, a seller contests how its client behaved. Verification and publication are done by hand.

Read the Complaint Bureau method and eligibility
Read who may file, what is verified, how long the counterparty has to reply, what is never done, and the current limits stated openly. The reply window never exceeds the speed at which the counterparty bills: one hour against a published machine contact point, twenty-four against a human-only channel, and none when no verifiable channel exists — in which case the file is published with the failed notification attached. Nothing is published before the window closes, and a published file is never withdrawn: it is corrected with a date.
